Madrid authorities admit lack of resources to safeguard 220 historic buildings

The issue of preserving historical monuments in Madrid has come into the spotlight again after news broke that regional authorities are unable to provide protection for 220 cultural heritage sites. This decision directly affects the future of unique buildings, including the oldest monastery in the region. The situation has raised concerns among experts and locals, as it involves the heritage that shapes the region’s identity.

Protection challenges

The Santa MarΓ­a de la Real de Valdeiglesias Monastery (Santa MarΓ­a de la Real de Valdeiglesias), founded in 1150 and recognized as a cultural monument since 1984, still does not have an officially designated protection zone. According to El Pais, a similar situation exists for 219 other sites under the management of the Directorate for Cultural Heritage. Authorities explain that there simply are not enough resources to define protection boundaries, though they maintain their intention to gradually resolve the issue.

An initiative group from Pelayos de la Presa has been advocating for the protection of the area around the monastery for years. According to researcher Mario CuΓ©llar, constructing wastewater treatment facilities less than 500 meters from the ancient walls could cause irreversible damage. Vibrations and excavation work threaten fragile underground structures, and the lack of protected status makes it impossible to halt such projects.

At risk

The problem extends beyond the monastery itself. Within a one-kilometer radius, there are Neolithic rock carvings, ancient quarries, the San Juan reservoir dam, the San Blas chapel, and the Molino stream. All these sites also remain without clear legal protection. In December 2024, activists submitted an official request to the Directorate for Cultural Heritage, but after a year, there was still no response. They then forwarded the appeal through the ombudsman, who demanded clarification from the authorities.

According to CuΓ©llar, officials cite the need for additional documentation to establish the boundaries of protection, even though the monastery itself is already recognized as a cultural heritage site. He points out that if there are not enough resources to protect such a significant monument, the remaining 220 sites risk being left without attention and support.

Reaction and consequences

Currently, activists are demanding not only a report from the authorities on the condition of the area surrounding the monastery, but also a clear plan for creating protected zones. In addition, they insist on increasing funding and staff for the Directorate for Cultural Heritage to speed up the process of granting protection to all vulnerable sites.

The Madrid region is home to nearly 4,000 monuments classified as having cultural or historical significance. However, as El Pais points out, actual protection depends on the resources and priorities of the relevant authorities. The Heritage Act, adopted in 2023, requires the creation of protected zones around such sites to ensure that any changes in their surroundings do not harm their historical value or perception.

In recent years, Spain has seen repeated debates over the preservation of historic monuments. In Valencia and Seville, there have been discussions about new construction projects threatening the integrity of old buildings. In Catalonia, activists have pushed for a review of urban planning to safeguard medieval neighborhoods. These cases highlight the importance of timely response to challenges and the need to provide effective protection for cultural heritage, ensuring its preservation for future generations.
