A new stage of confrontation between consumers and major energy companies has erupted in Spain. The story goes back to the 1990s, when engineer Antonio Moreno Alfaro from Sevilla took a stand against unfair electricity charges. His efforts helped millions across the country save significant amounts on their bills. After his passing, his son, Pablo Moreno Gómez, continued the fight—pushing even further and winning a major legal victory.

Having previously worked in Germany, Pablo returned home and devoted himself to defending the interests of ordinary citizens. He discovered that many companies were still ignoring customer complaints about billing errors, inflated amounts, and incorrect meter rental charges. In 2025, a court in Sevilla issued a ruling that could set a precedent nationwide: from now on, for every complaint that goes unanswered, consumers are entitled to compensation.

Landmark Court Victory and Its Impact

During the proceedings, it emerged that Pablo had submitted nine complaints to a major regional electricity company regarding billing errors for the year 2022. Violations included charging based on estimated rather than actual consumption, incorrect meter rental fees, and issuing bills for periods exceeding one month. The company ignored all of the complaints, prompting Pablo to take legal action.

The court ordered that Pablo be paid €270.45—€30 for each unanswered complaint, as required by current legislation. In addition, the energy company must also cover all court costs. This ruling could affect up to 30 million households across Spain, since most use standard rates and have a power capacity of up to 15 kW.

A new wave in the fight for consumer rights

Pablo didn’t stop at his personal victory. He continues to advise both individuals and municipalities, helping them achieve fair outcomes in disputes with energy companies. Recently, he assisted the administration of Aracena (Huelva) in reviewing street lighting bills. Pablo only charges for his services when there’s a successful outcome, which makes his work especially popular among those unwilling to risk their own money.

The Moreno family has become a symbol of resistance against monopolies and bureaucracy in the energy sector. Their persistence and professionalism have already changed the rules for millions of Spaniards. Now, everyone has a chance to claim compensation for corporate silence and demand a fair response to their complaints.
