Multi-million Euro Scandal: How Key Figures Tried to Fast-Track Work on Seville’s V Centenario Bridge

Authorities in Seville are probing possible misconduct in the awarding of a major public works contract. High-ranking officials are suspected of accepting bribes and pressuring contractors. Investigators are uncovering new details and assessing the risk of evidence destruction.

In April 2019, a conflict erupted within Spain’s Ministry of Transport, which has now become a pivotal episode in a large-scale investigation. At the time, the minister and his advisor discussed how to speed up the launch of a major infrastructure project in Seville—specifically, the extensive renovation of the Puente V Centenario. At the center of the investigation is a former party official who, according to authorities, actively lobbied for a swift contract signing.

At the time the contract was signed in 2021, the project cost was set at €71 million, but within two years that figure had grown to €102 million. Authorities were concerned not just by the sharp increase in costs, but also by the circumstances under which three major companies—Acciona, Freyssinet, and Tecade—secured the contract. Recently, special unit officers searched the offices of these firms as well as the home of a former top manager from one of them.

Suspicions and new evidence

Concerns over the transparency of the tender process are not new. As far back as last summer, investigators documented suspicious messages exchanged between those involved, as well as audio recordings discussing how funds would be allocated. The case also names a former director of the road authority, who is now implicated in several episodes involving similar schemes.

According to investigators, some participants in the scheme expected to receive hundreds of thousands of euros for advancing the interests of certain companies and expediting procedures. However, not all agreements were fulfilled, leading to new conflicts among those involved. One of the suspects explained his actions as an effort to support a candidate for mayor of Sevilla ahead of the municipal elections.

Arrests and Next Steps

In recent months, the investigation has reached a new level. Investigators are examining the financial situation of the former party official, who has been in custody since the summer. The court believes that releasing him could result in the destruction of crucial evidence, so his detention has been extended until the end of the year. However, experts say he could be released soon, as the risk of evidence disappearing is decreasing.

The charges include bribery, participation in a criminal group, and abuse of influence. Investigators believe this individual coordinated the receipt and distribution of illicit payments among those involved in the scheme. According to the investigation, the money came from companies that won tenders and was then passed on to other suspects.

Possible Consequences

The scandal surrounding the renovation of the bridge in Seville could lead to major personnel changes and stricter oversight of public procurement. Investigators are continuing to review documents and correspondence to identify everyone involved and determine the amount of funds received.
