Global Peace Index: How the Ranking Is Formed
Amid growing instability and geopolitical challenges, security is becoming an increasingly critical issue for countries around the world. The annual Global Peace Index report, compiled by international experts, analyzes the situation in various nations, assessing them based on multiple criteria. These include the level of personal safety, absence of armed conflicts, effectiveness of government institutions, healthcare standards, human rights protection, and the quality of the justice system. In 2025, the list of safest countries was once again dominated by European states, with Spain ranking 25th.
Ranking Leaders: Iceland, Ireland, and New Zealand
Once again, Iceland tops the ranking. The country stands out for having no standing army, an extremely low rate of violent crime, and high public trust in the police, who often do not carry firearms. Transparency in government operations, equality, and a well-developed social support system play a significant role. Free or affordable education and healthcare, along with effective protection for vulnerable populations, contribute to national stability.
Ireland takes second place, noted for its low homicide rate, stable political climate, and an efficient judicial system. The country has seen growing public perceptions of safety, along with a high standard of living and high-quality public services. Social policies help reduce tensions among different groups.
New Zealand ranks third. The country reports extremely low crime rates, with virtually no internal conflicts or terrorist threats. A key factor is its established culture of emergency prevention and public trust in state institutions. Natural conditions, moderate population density, and a high level of transparency in governance also contribute to safety.
European countries in the top rankings: Austria, Switzerland, Portugal, Denmark, Slovenia, Finland
Austria ranks highly due to political stability, a low level of violence, and a well-developed social infrastructure. Its central location in Europe, absence of serious internal conflicts, and an effective judicial system make the country less vulnerable to external threats. High-quality healthcare, safe transportation, and well-maintained public spaces are also recognized by experts.
Switzerland traditionally ranks among the top five due to its neutral politics, low level of international conflict, and high quality of life. Strong government institutions, high public trust, and a developed civil protection system ensure stability. The country has an extensive network of shelters, as well as efficient healthcare and education systems.
In 2025, Portugal strengthened its standing, joining the seven safest countries. The nation is marked by a favorable social atmosphere, high standard of living, accessible services, and a comfortable urban environment. It attracts tourists and expats thanks to moderate prices and clean cities.
Denmark stands out for its high level of social security, equality, and efficient public institutions. It boasts one of the highest standards of living, and the population trusts the government. Education, healthcare, and environmental protection are priorities, which helps reduce social tension.
Slovenia ranks ninth due to its low crime rate, internal stability, and active civic participation. The country is also considered one of the most accessible destinations for tourists. Its small size, moderate population density, and developed infrastructure contribute to a high level of safety.
Finland rounds out the top ten. The country is recognized for its achievements in education, human rights protection, low corruption, and efficient public services. Residents feel safe both in urban and rural areas. A well-developed healthcare system and a culture of civic responsibility foster a high level of trust within society.
Singapore: A Safety Role Model Outside of Europe
