Luis Ramón Mohíno is set to replace Miguel Ángel Ruiz in fourth place on the PP’s Ciudad Real list for the November 29 general election. Ruiz resigned from the position.

Miguel Ángel Ruiz has withdrawn from fourth place on the PP’s Congress list for Ciudad Real, saying he needs to focus on Puertollano during the legislature’s final months. On October 24, Ruiz said his priority was to remain focused on the mayoralty. He has led Puertollano since 2023, when the PP took control of the municipal government for the first time in four decades. He also functions as a vice-president of the Provincial Council of Ciudad Real. The party’s provincial president said he understood Ruiz’s reasons and thanked him for supporting the town’s reconstruction and its residents.

Luis Ramón Mohíno, mayor of Miguelturra, was proposed on October 25 as Ruiz’s replacement. Provincial PP president Miguel Ángel Valverde backed Mohíno’s inclusion, citing his municipal experience and work with Miguelturra residents. The local PP welcomed the proposal as recognition of his municipal work and a chance to bring the voice of municipalism to national politics. The proposed list is for the general election on November 29.

The original five-name PP slate placed Carmen Fúnez first, followed by Enrique Belda Pérez-Pedrero, Sonia González, Ruiz and Raquel María Jurado. Fúnez is the PP’s national deputy secretary for Health and Social Policy and a sitting national deputy; González is mayor of Argamasilla de Alba and second vice-president of the Provincial Council, while Jurado is mayor of Almadén. Ciudad Real elects five deputies to the Congress of Deputies. Ruiz’s departure leaves the fourth position open. The PP’s announcement presents Mohíno’s inclusion as a proposal, subject to ratification by the party’s national electoral committee. Valverde also praised Ruiz’s standing within the party in Ciudad Real, Castilla-La Mancha and Spain.

Candidate selection is a separate stage from taking up a seat, as the Comín mandate case illustrates. The information came from the PP of Ciudad Real’s press office.
