These funds are intended for major renovations or the construction of new homes, which will then be rented out at affordable prices. This initiative could change the landscape of small towns, where vacant buildings have long symbolized the demographic crisis.

Regional authorities hope the program will bring thousands of long-abandoned houses back to life. According to Talent24h, this so-called ‘700 Program’ is part of the broader ‘Aragón Más Vivienda’ plan. Unlike other regions where entire villages are sometimes sold, Aragón is focusing on restoring the existing housing stock and renting it out afterward.

Who is eligible for the subsidies

Only municipalities with up to 3,000 residents can receive this assistance. Private individuals are not eligible to apply. Local administrations are responsible for organizing the work, overseeing the quality of renovations, and managing the housing afterward. This approach aims to centralize resource allocation and ensure proper oversight of how the funds are used.

The amount of the subsidy depends on the type of work: restoring old buildings or constructing new houses. In both cases, the goal is the same — to increase the availability of housing and halt the depopulation of rural areas. Authorities emphasize that the program is designed for the long term and aims to encourage young families and professionals to return to small towns.

How to apply

Applications are accepted through annual competitions published on the official Aragon government portal. Municipalities must carefully monitor the deadlines and requirements to avoid missing the opportunity for funding. The program is financed from the regional budget using long-term planning, which ensures stable support for the coming years.

A key feature is the requirement that renovated or newly built homes may only be rented out at a fixed price. This prevents speculation and guarantees that housing remains truly accessible for local residents. Additionally, authorities require that the properties stay on the rental market for at least 12 years, which should ensure long-term stability in the real estate sector.

Additional support measures

Alongside the ‘Programa 700’, the ‘+3000’ initiative is being implemented, targeting towns with populations over 3,000. This program focuses on supporting young tenants under 40. It also includes commitments for long-term property rentals. For tourist zones, a separate program called ‘Más Vivienda, Mejor Turismo’ aims to create housing for tourism sector workers, addressing the acute shortage of affordable apartments.

In addition, subsidies are available for individuals and homeowners’ associations seeking to improve their homes’ energy efficiency or remove architectural barriers. For those in economic vulnerability, support can cover up to 100% of the project costs. This comprehensive approach allows different population groups to benefit and helps improve the overall quality of life in the region.

In recent years, Spain has launched several rural housing restoration programs, but such large-scale municipal support is rare. In 2024, similar measures were taken in Galicia, where entire villages were put up for sale, yet focusing on rental and long-term housing use proved more effective in stabilizing the demographic situation. Aragón’s experience could serve as a model for other regions facing acute issues of vacant homes and population decline.
