New EU Rules on Traveling with Dogs and Cats Take Effect

What has changed for pet owners when traveling in Europe

As of April 22, updated requirements for transporting dogs and cats are in effect across the European Union. Pet owners must now carefully check their animals’ documents before travel: a European passport, up-to-date vaccinations, and proper identification are mandatory.

As of April 22, new rules regulating the movement of pets between countries have come into force in European Union member states. For dog and cat owners, this means they must now ensure in advance that all documents and medical requirements are met. The changes apply to vacations, relocations, and visits to relatives — animal movement is now subject to stricter controls, and requirements for identification and health have been standardized.

Key changes

The updated legal framework replaces the transitional period that ended on April 21, 2026. The new rules are based on European animal health legislation and are aimed at eliminating discrepancies between countries as well as increasing transparency in pet transportation. Owners now not only need to have all documentation on hand but also to ensure it is up to date — any inaccuracies may result in issues at the border.

According to European regulators, the previous system was fairly effective, but the new measures will improve cooperation between countries and reduce the risk of disease spread. This is especially important under conditions of free movement within the EU, where monitoring animal health is a shared responsibility.

Documents and requirements

The key document for traveling with a dog or cat remains the European pet passport. Its presence is now strictly mandatory for all movements within the European Union. The passport includes information about the owner, microchip details, and vaccination history, primarily against rabies.

Previously issued passports remain valid—they do not need to be replaced or renewed if all the information is up to date. A transition period is provided for owners to avoid the need for urgent reissuance of documents. Nevertheless, it is recommended to carefully check all entries before travel: any mistake or outdated information may result in entry being denied.

In addition to the passport, the animal must be identified with a microchip. If the pet was marked with a tattoo before July 2011 and it is clearly legible, it is also recognized as valid. Rabies vaccination must be carried out and documented in the passport. After the first vaccination, you must wait at least 21 days before traveling.

Entry into Spain

The same requirements apply for entry into Spain from another EU country: the presence of a microchip or valid tattoo, up-to-date rabies vaccination, and compliance with the minimum age of the animal. Pets younger than 15 weeks cannot cross the border, as they do not meet health standards. This rule is introduced for additional protection against diseases and applies throughout the European Union.

The updated rules also allow the use of some older microchip models if they provide unambiguous identification of the animal. As a result, most owners will not need to reissue documents or change chips if their pet is already registered according to all requirements.

Practical recommendations

Before any trip within EU countries, dog and cat owners should check in advance for the presence and validity of all documents: the European passport, microchip, and vaccination record. Special attention should be paid to the expiration dates of vaccines and the correctness of the entered data. Even a minor error can lead to delays at the border or denial of entry.

The introduction of the new rules is a step towards greater safety and transparency when transporting pets across Europe. For most owners whose pets already have all the necessary documents and vaccinations, the travel process will remain unchanged. However, the responsibility for proper paperwork now lies entirely with the owner.
